Evaluation methodology to assess the theoretical energy impact and the actual energy performance for the 27 communities of the European CONCERTO initiative The methodology has been developed based on the requirements of the project and data availability in the field of baselines and energy performance data. The main aim to develop a transparent and efficient energy evaluation has been achieved by creating a methodology which can be used with a limited amount of data and throughout a variety of projects.
